Ruperto was born November 6, 1956 to Ruperto Elpusan and Evangelina Espino Elpusan in Miagao, Philippines.
As the eldest of 9 children, Ruperto was a loving brother to Lina, Maria, Dorothea, Ignacio, George, Jomar, Josephine, and Mel. Because his father was in the Navy, the family moved frequently and made homes in California, Oregon, Virginia, and the Philippines.
Ruperto graduated from Banning High School in Wilmington, CA in 1975 as the valedictorian. He graduated magna cum laude from UCLA with a Bachelors degree in Computer Science and also received an MBA from NYU.
He worked for Aramco in Saudi Arabia and Mars M&M in Los Angeles, both as a system analyst. Later, he became an entrepreneur, starting several companies providing career placement, real estate, and internet services, in addition to penning several books. Upon realizing his passion for gun safety, he started a firearm training business in Southern California.
While on vacation in Africa, Ruperto met his beautiful wife, Lula Bullale, and they married in 1986. On July 20, 1999, Ruperto was blessed with two twin daughters, Eman and Tia. The family established their home in Rancho Palos Verdes, CA.
Ruperto's life, although far too short, was filled with accomplishments. His spirit will live on through his loving family and his enduring kindness. He will never be forgotten.
