Joe Z. Biscocho

April 24, 1936 — October 27, 2022

Jose “Pepito” Zara Biscocho was called upon by our Heavenly Father on October 27 at 6pm. He was in Los Angeles, California, surrounded by his children and family. He passed away peacefully at home after a short battle with lung cancer. He lived a wonderful and blessed life of 86 years.

Jose was born on April 24, 1936 in Taysan, Batangas, Philippines. His father, Roman Amores Biscocho, was a Certified Public Accountant (CPA) while his mother, Cayetana Macalalad Zara, was a Pharmacist. Roman and Cayetana raised their children at home through Farmacia dela Merced, now known as Our Lady of Mercy Pharmacy.

He went to Taysan Elementary School and Lemery High School in his younger years. During his first year of college, he enrolled to be a doctor. He eventually changed course and graduated as a Civil Engineer at Manuel L. Quezon University in Quiapo, Manila.

After college, he worked multiple jobs including one at the Bureau of Fisheries, another at a Copper Mine in Benguet, and also managed roadwork/highway construction in San Narciso, Quezon. He would finally spend 24 years working as a Civil Engineer at 36CES Clark Air Force Base in Angeles City, Pampanga. One of his most notable achievements was being nominated as the Civilian Employee of the Quarter in 1989.

It was 1970 when he married Noemi Gonzales Biscocho and would soon after come to raise their 4 children. They lived in Angeles city where they both worked at Clark Air Force Base. In 1991, at the age of 55, he and Mom courageously uprooted their life in the Philippines, and brought everyone to Guam as US immigrants, so their children could have better opportunities. He worked as a Project Manager and Civil Engineer. His projects in Guam still exist today which include the now Dusit Beach Resort Hotel and the Onward Talafofo Golf Club.

Dad was a great family man. Together, they raised four children: Noy, an Architect, married to Sandi, residing in Guam; Joyce, a Registered Nurse and married to Julius, living in California; Jomie, also a Registered Nurse and married to Allan, residing in Texas, and Noel, an Environmentalist, who lives in Hawaii. They are blessed with seven wonderful grandchildren: Justin, Jed, Neo, Angela, Joel, Jeremy and Joy.

Dad was a loving husband, a man of few words but full of wisdom, a builder and good provider, a prayerful man, patient, caring, giving, very kind and respectful to people around him. He is courageous and visionary. We really praise God for giving us an amazing father.
