Charlotte Velora Outcalt, the daughter of Merle and Mary Menges, passed away peacefully on December 8, 2011 at the age of 93. She was born on December 17, 1917 in Maryland and had been a resident of Tehachapi, California. Charlotte is survived by her beloved children, Sharon del Rio and William Outcalt.
